The Subcontracts Administrator works under the supervision of a Subcontracts Manager who is responsible for helping the Subcontracts Administrator continue to develop his/her skills and knowledge. Assigned tasks may include: Assess vendors for prequalification based upon standard practices (ePLS, D&B, reps and certs, business size standard, etc.) Review and negotiate non-disclosure agreements. Review and work with management to negotiate teaming agreements. Prepare solicitation documents, determine correct solicitation method, and determine sources to be solicited. Solicit vendors and contractors. Evaluate and confirm bids and proposals; compile, validate and process required documentation; Conduct cost and/or price analysis. Recommend vendor selection and obtain necessary signatures within scope of authority. Prepare and negotiate subcontract agreements, subcontract amendments, and related technical documents. Process subcontracts through required approval process and operate within a Contractor Purchasing System Review file setup which includes file checklist that complies with Purchasing Policies and Procedures. Manage subcontractors by tracking deadlines, assessing performance, and confirming compliance with subcontract terms and conditions. Maintain files in accordance with Purchasing Policies and Procedures and properly document correspondence related to subcontract and legal issues. Coordinate with operations staff, functional staff and vendors/subcontractors to preempt issues and resolve such issues as necessary. ','!*! BS degree is required; preferably in business, finance, or a related field. Requires a minimum of 2 years experience in subcontracts administration, 6 to 10 years preferred. Must be familiar with operating within a Contractor Procurement System Review (CPSR) approved system. Must have basic understanding of FAR regulations and how they relate to subcontract management as well as experience managing various types of subcontracts including CPAF, CPFF, T&M, and FFP. Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced environment.
